Tab is the Bell from Gift
Background
Gift is a Earth with a different history, but it is unknown how much that affected Tab's early life besides her parents still being married when she was a child.
Due to her unusual behavior it was determined by Aelise that Tab was gifted with mental opacity, the two talked and Tab was moved to the orbital ring.
